Procurement Specialist for HR Department

We are looking to add a Procurement Specialist dedicated to the HR department. You will be part of our HR team, distributed in Cluj-Napoca and our remote offices in Iasi, Oradea, and Brasov.

The role acts as a liaison between HR and Finance departments and you will be directly responsible for purchasing activities to support Human Resources operational activity and annual initiatives portfolio.

You will have frequent interaction with team members from the HR department in the execution of standard procurement processes that will help them achieve significant value in the form of improved pricing, quality, delivery, supplier performance, and other aspects of the total cost.

Your Responsibilities

Database management of preferred HR services external suppliers (ensures preferred suppliers are used wherever possible)
Support HR Function for the supplier selection process (solicits bids and analyses quotes from appropriate suppliers, 3 offers evaluation, where applicable)
Procurement and purchasing services fiscal compliance for all HR activity (employer branding, recruitment, training programs, benefits)
Contract review; contract negotiation, fiscal agreements
Contract management repository kept up-2-date (including contract renewals)
Weekly cost reporting in internal tools
Maintain accurate records of invoices, contracts, justifying documents
Intermediate relationship between HR suppliers and subcontractors
Cards payments and statements reporting
Sync with the HR team for stock management

Your Competencies

Education: Bachelor’s Degree (Economics, Finance, Legal is a plus)
Nice to have: a minimum of 2-year’s experience in Procurement or Finance/Accounting role
Advanced English language skills (verbal and written)
Advanced knowledge of MS Office (Word, PowerPoint, Excel)
Well-organized, able to respect deadlines, and focused on details
Willing to further develop and adapt to new tasks and requirements
Team player who can also work independently
Acting promptly and with the intention to make things happen efficiently, acting with a sense of urgency
Must have analytical skills necessary to evaluate the quality and cost-effectiveness of purchasing options
Must be able to communicate effectively in writing and verbally
Ability to negotiate terms of contracts (costs, services, etc.), with different suppliers, is considered a plus
